Is there any evidence that these questions make a difference - apart from the irritate the staff having to complete them?

Ha ha. It’s not for you, do not expect any benefit to you from it - it’s so it can be said “you were trained”, and reduce employers’ liability.
It reminds me of the disclaimer that appears when you login to most organisation IT domains. Even though I have seen similar for decades, I cannot tell you what the disclaimer states. I suspect it has little legal value yet adds millions of mouse clicks for the user base.
